The UK and US have reached a key bilateral deal that will preserve zero duties on UK pharmaceutical products entering the US market.

Agreement Details of the Accord

In exchange for the tariff guarantee, the UK has agreed to increase spending on pharmaceuticals through the National Health Service (NHS). This move ensures that import taxes on these key products will stay at zero for a period of 36 months.

This agreement comes after earlier statements to dramatically increase tariffs on patented pharmaceutical products, with increases mentioned as high as 100%.

"This arrangement with the United Kingdom reinforces the global environment for innovative medicines and establishes long-overdue balance to American-British pharmaceutical trade," a statement noted.

Economic Significance

Drugs represent one of the the United Kingdom's largest exports to the America, which is clearly the largest buyer for major UK drugmakers.

Statistics reveal that in the 12 months to the end of last September, the UK exported pharmaceutical products totaling £11.1bn to the US. This value represented nearly one-fifth of British export trade in that span.

"This agreement secures jobs, stimulates funding and sets the stage for the UK to become a international leader for biotech and pharma," a minister commented.

Key UK Commitments

The deal entails several specific changes from the British government:

  • Price Threshold Increase: The UK will lift the price threshold at which it deems new medicines to be unaffordable by a quarter.
  • Increased NHS Spending: There is a aim to increase overall public funding on treatments from 0.3% of the national economy to 0.6% over the following ten-year period.
  • Rebate Cap: The amount manufacturers must return to the NHS to control costs will be capped at fifteen percent. Last year, repayments were more than twenty percent.

Recent Tensions

This agreement follows a protracted row between the sector and the British authorities over drug pricing and approval rates.

The disagreement were exacerbated by assertions that American patients were charged significantly more for the identical medicines than consumers in the UK and Europe.

Over the last 18 months, several major pharmaceutical investments in the UK have been halted or scrapped, while substantial expansions have been announced toward projects in the United States.

The Science Minister stated that the NHS must increase expenditure on drugs, noting that its spending on drugs had decreased as a share of its total funding over the last ten years.
